Reading Korean Government Document Headers and Seal Language

The reader can read Korean government-document headers, routing labels, and seal language as a bureaucratic genre.

The header is part of the message

Many learners open an official Korean notice and skip the top because it looks like administrative clutter. That is a mistake. The header often tells you who sent the document, who receives it, what the subject is, when it was issued, what reference number it carries, who handles it, and whether attachments exist.

Government and institutional documents are genres. They do not begin like essays or emails. They begin with routing information.

If you can read the header, you can often predict the body before reading it.

These labels are not ordinary conversation vocabulary. They are bureaucratic navigation tools.

수신 and 참조: who the document is for

수신 identifies the recipient. It may be a person, office, institution, school, department, or group. 참조 identifies a person or department that should note the document without being the main addressee.

In English email terms, 참조 can feel like CC, but official Korean document practice has its own conventions. Do not reduce it too quickly to email vocabulary. Ask who is expected to act and who is expected to be informed.

제목 is your first summary

제목 is often the most useful field. A good official 제목 tells you the action or subject: 신청 안내, 자료 제출 요청, 회의 개최 알림, 결과 통보, 협조 요청.

Before reading the body, parse the title:

  • What is the topic?
  • Is it an 안내, 요청, 통보, 알림, 제출, 공고, or 협조?
  • Does it require action?

If 제목 contains 요청 or 제출, expect a deadline or required document in the body. If it contains 안내, expect instructions. If it contains 통보, expect a result or decision.

시행, 접수, and document numbers

시행 and 접수 fields help track document flow. 문서번호 identifies the official reference. These fields matter when replying, filing, searching, or confirming whether a notice is current.

Learners often ignore numbers because they are not “language.” In bureaucratic texts, numbers are language. A reference number may be the only reliable way to identify a document later.

담당자 and contact lines

담당자 identifies the person responsible. The line may include department, phone number, email, or extension. In official contexts, this is the route for clarification.

Related terms include 부서, 전화번호, 팩스, 전자우편, 문의, 담당 부서. These are practical reading targets.

직인 and seal language

직인 refers to an official seal. Korean official documents may include seal-related wording or a visible institutional stamp. The seal marks authority and issuance, not decoration.

A learner should not treat every red mark or stamp the same way. In documents, a seal may indicate official approval, institutional identity, receipt, or processing status depending on form.

붙임 and 끝.

붙임 indicates attachments. It may list one or more documents:

  • 붙임 1. 신청서 1부.
  • 붙임 2. 안내문 1부. 끝.

끝. is a formal closure marker showing the end of the official document text. The period matters; avoid reproducing malformed forms such as 끝.. in edited copy.

A document-header routine

Use this order:

  1. Identify issuing body and logo/seal.
  2. Read 수신 and 참조.
  3. Read 제목 and classify the action.
  4. Check 시행, 접수, and 문서번호.
  5. Find 담당자 and contact information.
  6. Look for 붙임.
  7. Ask what action is required before reading the body in detail.

Final rule

Do not skip the header of a Korean official document.

The header tells you who has authority, who must act, what the document is about, how it is tracked, and what attachments matter. Read it before the body.
