Why this article matters

Procurement Chinese is formal, procedural, and unforgiving. A tender notice is not a marketing brochure. It is a structured invitation with eligibility conditions, submission rules, evaluation methods, deadlines, and consequences. Words like 招标, 投标, 标书, 中标, 评审, 资质, 保证金, and 截止时间 are not interchangeable “business words.” They describe stages in a controlled process.

For learners, the main skill is document navigation. You do not read a bidding notice like an essay. You locate who is buying, what is being bought, who may bid, what documents are required, when the deadline is, how bids are evaluated, and how results are announced.

The article

A bidding notice usually begins with identity: 项目名称, 项目编号, 采购人, 采购代理机构, 预算金额, 采购需求. These fields tell you what process you are in. The title may say 招标公告, 竞争性磋商公告, 询价公告, or 中标公告. Each genre signals a different stage or method. Learners should read the heading before the body.

Eligibility language is dense. 供应商资格要求, 投标人资格要求, 具备, 提供, 不接受联合体, 近三年, 无重大违法记录, and 具有履行合同所必需的设备和专业技术能力 are common. Do not translate 资质 as a vague “quality.” In procurement, it often means formal qualification, license, certification, or capacity. A phrase like “具备有效的相关资质证书” means the bidder must submit evidence.

Document requirements often use 提供, 递交, 上传, 加盖公章, 法定代表人签字, 原件, 复印件, 扫描件. These verbs tell you what must be included. A learner reading procurement Chinese must pay close attention to format words. A missing seal, signature, file type, or deadline can matter more than a polished paragraph.

Evaluation language includes 综合评分法, 最低评标价法, 资格审查, 符合性审查, 技术部分, 商务部分, 价格部分, and 评分标准. These words describe how a bid moves from eligibility to scoring to award. 中标候选人 means candidate winner; 中标人 means winner. 成交供应商 appears in some procurement methods instead of 中标人.

Award announcements compress the final result: 项目名称, 中标单位, 中标金额, 服务期限, 评审专家, 代理服务费, 公告期限. If you are reading for language, focus on the labels. The announcement is a fielded document, not a narrative.

Procurement and bidding Chinese is a high-risk domain because the vocabulary looks procedural but may carry legal and financial consequences. The article should train readers to identify document structure without telling them how to submit, contest, or evaluate a bid. The central remediation is to separate procurement role, document stage, requirement, deadline, and evaluation criterion.

Add a stronger warning around formulaic requirements. Phrases such as 须提供, 应具备, 不接受联合体, 逾期不予受理, 以招标文件为准, 资格审查不通过, and 响应文件无效 are not decorative formal style. They are gatekeeping language. A learner should mark them before reading the project description, because a single condition may determine whether the rest of the document matters for that bidder.

The article should include a “deadline hierarchy” section. Bidding notices may contain announcement date, registration date, document-obtaining period, clarification deadline, bid-submission deadline, bid-opening time, evaluation period, and objection/publicity period. A weak reader sees many dates; a better reader labels what action each date controls.

Build a bid-notice highlighter. Users upload or paste a notice, and the tool highlights project fields, eligibility, documents, deadlines, evaluation, and award language. Add warnings for 不接受联合体, 逾期不予受理, 以…为准, and 加盖公章.

Check procurement examples against official government procurement and public-resource transaction sources, plus current tendering/procurement regulations. Do not advise users how to bid; teach them how the Chinese document is organized.
