Near-Synonym Field Guide: 보다, 지켜보다, 살펴보다, 검토하다

The reader can distinguish visual perception, sustained observation, informal inspection, and formal review/evaluation in Korean.

Korean look-verbs are a map of attention and authority. 보다 is broad: see, watch, read, try, meet, look at, experience. Because it is so broad, learners overuse it. Formal Korean often needs a more precise verb.

지켜보다 means to watch over time, observe a situation as it develops, or keep an eye on someone or something. It often appears in news, parenting, sports, markets, and social commentary. “상황을 지켜보다” means monitor the situation, not just look at it once.

살펴보다 means to examine, look over, inspect, or consider. It is softer than 검토하다 and often usable in explanatory writing: “원인을 살펴보자,” “자료를 살펴보면.” It invites careful attention without always implying an official procedure.

검토하다 is institutional and evaluative. A department 검토하다 a proposal, legal issue, plan, document, or application. It often precedes approval, revision, rejection, or implementation. In business and bureaucracy, “검토하겠습니다” may mean “we will review it,” but it can also function as a noncommittal delay.

Guided reading

정부는 시장 상황을 지켜본 뒤 추가 대책을 검토하겠다고 밝혔다.

지켜보다 frames time and monitoring. 검토하다 frames institutional review. If you translate both as “look at,” you lose the policy sequence: first observe the market, then consider measures.

Learner traps

Do not use 검토하다 for casual looking. “영화를 검토했다” sounds like a critic, committee, or researcher is reviewing the film, not that you watched it for fun. Do not use 지켜보다 for a single glance. Do not use 살펴보다 when the context requires official approval language. And do not forget that 보다 can mean read: 책을 보다 can be natural in some contexts, though 읽다 is more direct for reading.

Ask four questions: Is it a simple seeing event? Is it sustained observation? Is it careful examination? Is it formal review with consequences? Then choose the verb.

Better:

  • 정부는 상황을 지켜보고 있다. Monitoring an ongoing situation.
  • 정부는 관련 자료를 검토하고 있다. Reviewing relevant materials.
  • 정부는 현장 상황을 확인했다. Confirmed field conditions.

Register guardrail

검토하다 is not just “look carefully.” It often implies that a document, proposal, plan, policy, contract, or request may be accepted, rejected, revised, or acted on. It carries institutional weight. In a casual shopping scene, 살펴보다 or 보다 is usually better.

The near-synonym module should ask: Is the subject physically seeing, monitoring over time, casually checking, formally reviewing, or verifying a fact? It should then show likely objects and blocked objects.

Publication hardening checklist
