Verbal Nouns in Korean Bureaucratic Style
The reader can read Korean administrative pages where words such as 신청, 접수, 제출, 검토, 승인, 안내, and 처리 function as steps, headings, statuses, and actions.
Bureaucratic Korean is a workflow made of nouns
A government page, university portal, app form, or company intranet may contain a process like this:
신청 → 접수 → 서류 검토 → 승인 → 결과 안내 → 이용 가능
A beginner may translate word by word: application, receipt, document review, approval, result guidance, use possible. But the real meaning is a process:
- The user applies.
- The office receives the application.
- The documents are reviewed.
- Approval is granted.
- The result is announced.
- The service becomes available.
Korean bureaucratic style often uses verbal nouns as process labels. A word like 신청 can mean “application,” “applying,” “apply,” or “application step,” depending on where it appears.

These nouns can appear as headings, labels, form fields, button text, status messages, or full verbs with 하다/되다.

A learner should not ask, “What does 신청 mean?” only once. Ask what role it plays in the document.
Passive administrative voice
Bureaucratic Korean often uses process/passive forms:
- 접수되었습니다 — has been received
- 검토됩니다 — will be reviewed / is reviewed
- 승인되었습니다 — has been approved
- 처리 중입니다 — is being processed
- 안내될 예정입니다 — will be announced/provided
These forms center the institutional process rather than the human actor. That is not necessarily evasive; it is often just the style of status reporting.
Status labels are not full sentences
App and portal Korean often uses compact status labels:

반려 deserves special attention. In administrative contexts, it often means an application/document was returned or rejected, not that someone “returned a pet” or “companion animal.”

- The office will inform applicants whether approval is granted.
The Korean compresses multiple actions into nouns and short clauses.
Reusable workflow
- Mark every verbal noun.
- Decide whether it is a heading, status, required action, document name, or process stage.
- Convert it into a verb sentence.
- Build a timeline.
- Identify who must act next.

Add a remediation point about noun pileups. A phrase like 신청 접수 기간 연장 안내 is not one giant word. It is a stacked document title:

Learner-production warning
The article should warn learners not to use bureaucratic nouns as a substitute for knowing verbs. 안내, 확인, 처리, and 검토 are useful, but overusing them in conversation can sound like a customer-service script. Teach recognition first, production second.
