Near-Synonym Field Guide: 问题, 议题, 课题, 难题
The reader can choose among words for problem, issue, research topic, and difficult challenge.
Four words that are not all “problem”
English “problem,” “issue,” “topic,” and “question” overlap heavily. Chinese separates several high-frequency concepts: 问题, 议题, 课题, and 难题. The differences matter in news, academic writing, policy, meetings, exams, and business. 问题 is the broadest word. 议题 is an agenda or public-debate issue. 课题 is a research topic, project, or assigned task. 难题 is a difficult problem or hard challenge.
A learner who overuses 问题 will be understood, but their formal Chinese will sound blunt and imprecise. A learner who uses 课题 for every “topic” will sound academic even when the context is a dinner conversation.

问题: the broad base word
问题 can be a question, problem, issue, or matter:
- 我有一个问题。 — I have a question.
- 这个机器有问题。 — This machine has a problem.
- 环境问题越来越严重。 — Environmental problems/issues are becoming more serious.
- 没问题。 — No problem.
Because it is broad, it needs support from adjectives, verbs, or context: 核心问题, 现实问题, 历史问题, 安全问题, 解决问题, 发现问题.
议题: something to be discussed
议题 usually belongs to a public, institutional, or agenda-setting context:
- 会议的主要议题是预算。 — The main agenda item is the budget.
- 性别平等是一个重要社会议题。 — Gender equality is an important social issue.
- 这个议题引发了讨论。 — This issue sparked discussion.
It is not the right word for “I have a problem with my phone.” 我的手机有议题 is wrong.
课题: research or assigned task
课题 is common in academic and technical contexts:
- 他的研究课题是语言接触。 — His research topic is language contact.
- 这个课题需要长期跟踪。 — This research/project requires long-term tracking.
- 课题组正在收集数据。 — The research team is collecting data.
It can also mean a task/challenge in formal writing: 这是摆在我们面前的重要课题 — “This is an important task/challenge before us.” That usage is elevated and should not be used casually.
难题: the hard part
难题 emphasizes difficulty:
- 这是一个技术难题。 — This is a technical challenge.
- 如何平衡效率和公平,是一个难题。 — How to balance efficiency and fairness is a hard problem.
- 破解难题 — solve/crack a difficult problem.
It is stronger than 问题. Not every problem is a 难题.

Add contrast: 题
The article should briefly include 题 as the exam/problem-item word:
- 一道题 — one problem/question on a test.
- 题目 — title, topic, exam question depending context.
- 命题 — set questions / proposition / topic formulation.
This prevents learners from using 问题 for every exam item. 这道问题 is possible in some contexts but 这道题 is usually the natural phrase for a test problem.

Fine distinctions worth adding
问题 is the broadest word. It can mean a question to answer, a problem to solve, or an issue to discuss. That breadth is why it is common, but also why it can be vague.
议题 implies a public or institutional conversation. A social issue can become a 议题 when it is placed on an agenda, debated in media, or structured for discussion.
课题 often implies research or assigned investigation. In academic and technical contexts, it can refer to a funded research project, a research problem, or a task to be tackled.
难题 adds difficulty. It is not just “a problem”; it is hard to solve. 技术难题, 世界性难题, and 现实难题 signal challenge scale.

Add “核心问题” versus “核心议题”
核心问题 points to the central problem/question. 核心议题 points to the main agenda topic or public debate issue. 重点课题 points to a priority research/task item. These combinations should appear in the final article because they show how adjective modifiers select domain.
Publication note
Do not define 课题 only as “research topic.” In policy and institutional prose it may also mean a task or project to tackle. But avoid overextending it into casual “topic of conversation.” A dinner-table topic is usually 话题, not 课题.
