Why this matters

These phrases are not always empty. They mark predicted effect, mitigation, and conclusion.

The table is a chain: source → pollutant → measure → standard/result.
Learner traps
排放 can refer to discharge into water, emission into air, or release more generally. 废气 is not “waste air” in casual sense; it is exhaust/waste gas. 达标 means meeting a standard, not “excellent.” 有资质单位 means an entity with required qualification, not merely a capable company. 环评 is an assessment/reporting process, not the environment itself.
Practice drill
Use an EIA matrix row:
污染源:喷涂工序;污染物:废气;防治措施:活性炭吸附;预期结果:达标排放。
Ask learners to turn the row into one sentence without adding unsupported claims. A repaired sentence says: the spraying process generates waste gas; the proposed control measure is activated-carbon adsorption; the expected result is standard-compliant emission. It should not say “there is no pollution” or “the project is safe.” 达标排放 is a standards claim, not an absence claim.

Without that separation, every 环评 paragraph becomes a fog of official-green vocabulary.

Add a remediation example:
施工期噪声可能对周边居民产生一定影响,采取围挡、限时施工等措施后,影响可得到减缓。
Weak reading: “Noise will be small.” Repaired reading: “The sentence predicts that construction-period noise may have some effect on nearby residents, then states that measures such as barriers and time-limited construction can mitigate the impact. It does not erase the existence of impact; it frames mitigation.”
Add a warning around 达标排放. It is a claim that emissions meet an applicable standard under a described condition or measurement context. Learners should ask: which pollutant, which standard, which limit, which monitoring point, and which period? The article should avoid adjudicating environmental adequacy.
Add a section on public participation language where relevant: 公示, 征求意见, 公众参与, 听证, 反馈意见, 采纳情况. These phrases locate a report in a procedural process, not merely environmental science.
Build an impact matrix. Users label source, pollutant, affected medium, standard, mitigation, monitoring, and conclusion. Add a phrase classifier for 可能产生, 采取措施后, 达标排放, 影响较小.
