控规 and planning hierarchy
控规 is short for 控制性详细规划. It is not a casual “plan.” It usually defines control indicators for land parcels or areas: land use, development intensity, roads, green space, public facilities, and planning constraints. A learner should treat 控规调整 as a formal planning change, not just “the plan changed.”

- A low-rise block covering much of a parcel can have high building density but moderate floor-area ratio.

Weak reading: “This control regulation adjusts commercial and residential land; volume rate goes 2.5 to 3.0.” Better reading: “This regulatory planning adjustment concerns commercial and residential land-use parcels; the upper limit for floor-area ratio changes from 2.5 to 3.0, and additional community public-service facilities are added.”
Add a distinction between formal planning language and real-estate marketing. 配套成熟 in a listing means the surrounding amenities are convenient or established. 配套设施 in planning text refers to supporting facilities that may include schools, clinics, transit, parks, utilities, or community services. Same character, different evidence standard.
Tool upgrade: the planning-map reader should connect every map label to a table row: land-use category, parcel ID, permitted function, index values, road/access notes, public-facility requirement, and status of notice/approval. It should flag numbers that require units or regulatory context.
