Restaurant Licensing and Inspection Language in China

Compliance language is visible language
Restaurant Chinese is not only menus. In many restaurants, you may see licenses, inspection notices, hygiene signs, rating cards, staff-health certificates, and official reminders. These texts use a different register from dish names. They are administrative and food-safety oriented.
The core document is often 食品经营许可证, but the visible language around it includes 餐饮服务, 经营项目, 有效期, 监管部门, 监督检查, 整改, 消毒, 留样, 从业人员, and 后厨. The learner should treat these as document fields and inspection terms, not menu vocabulary.

License fields
A license or posted card may contain: 经营者名称, 统一社会信用代码, 法定代表人, 经营场所, 主体业态, 经营项目, 许可证编号, 有效期至, 发证机关. Learners should not read it as a paragraph. It is a field-form document.
经营项目 is especially important. It does not mean “business project” in a startup sense. It means permitted business item/category. 有效期至 means valid until. 发证机关 is the issuing authority.
Inspection and rectification phrases
Official notices often use stern but formulaic language:
经检查发现,该店后厨环境卫生不符合要求,已责令限期整改。
The structure is inspection basis → finding → requirement. 责令限期整改 means the authority ordered correction within a time limit. It is stronger than 建议改善.
Another phrase:
未按规定进行餐具消毒,存在食品安全隐患。
未按规定 means “not according to rules.” 食品安全隐患 means a hidden risk or hazard. It does not necessarily say harm has occurred.

Learner traps
许可证 is a license, not a recommendation. 检查 is inspection, not just “checking casually.” 整改 means corrective action; it usually appears after a problem. 从业人员 is not “employee” in a casual HR sense; it is a formal regulatory category. 后厨 is not the same as 厨房 in feel: it is the operational back-of-house area.
Practice protocol
Use a fictional inspection card and mark: license holder, address, category, valid period, authority, inspection result, required correction. Then convert the fields into a plain summary: 这家店的许可证有效期到…, 经营项目包括…, 检查发现…, 监管部门要求….
Build an inspection-report card with clickable fields. Include a separate notice pane showing violation phrase, legal basis phrase, rectification phrase, and penalty phrase. The learner should learn to separate “what was found” from “what was ordered.”
Upgrade and remediation layer
Restaurant licensing language needs stronger distinction between license, inspection, rectification, and penalty. Learners often see official-looking food-service terms and collapse them into “the restaurant is approved” or “the restaurant failed.” The upgraded article should teach document status.

Add a worked mock notice:
经检查,该店后厨存在餐具消毒记录不完整的问题,监管部门责令限期整改。
Weak reading: “The restaurant is dirty.” Repaired reading: the notice reports an inspection finding about incomplete tableware disinfection records and states that the regulator ordered correction within a time limit. That is a more precise language reading.

For the module, create an inspection-card annotator. Fields: license holder, address, category, validity period, issuing authority, inspection item, result, required correction, deadline. Add a warning label: “This card teaches document reading; it does not rate restaurant safety.”
The article should also warn that local display systems differ. Some restaurants show licenses, grades, QR codes, food-safety supervisor names, or inspection summaries. The learner's job is to identify which kind of display they are reading before interpreting it.
