Not every “rule” is the same kind of rule

规定, 规则, 制度, and 政策 are central to Chinese public, organizational, legal, and platform language. English often translates them all as “rule,” “regulation,” or “policy,” but Chinese distinguishes the level and function of authority. 规定 is a stipulation or provision. 规则 is a rule for conduct, games, platforms, procedures, or systems. 制度 is an institutional system or arrangement. 政策 is a policy direction, measure, or framework, usually from a government or organization.

The practical difference is scale. A 规定 may be one clause in a document. A 规则 tells participants how to behave. A 制度 is the system that organizes repeated behavior. A 政策 is the broader policy choice or program.

规定: the written requirement

规定 often points to what a document says:

  • 根据相关规定,必须提前申请。 — According to relevant provisions, one must apply in advance.
  • 公司规定员工不得泄露客户信息。 — Company rules stipulate that employees may not disclose client information.
  • 法律没有明确规定。 — The law does not clearly stipulate it.

It can also function as a verb: 学校规定学生必须穿校服 — “The school stipulates that students must wear uniforms.”

规则: the operating rule

规则 is about how participants interact inside a system:

  • 交通规则 — traffic rules.
  • 比赛规则 — competition rules.
  • 平台规则 — platform rules.
  • 游戏规则 — rules of the game, literal or metaphorical.

A platform may have 规则, while its terms of service contain many 规定. The distinction is not always rigid, but 规则 feels more like a system of behavior.

制度: the system

制度 is larger. It points to an institutional arrangement that persists:

  • 社会保障制度 — social security system.
  • 管理制度 — management system.
  • 考勤制度 — attendance system.
  • 制度建设 — institution/system-building.

Do not translate 制度 as “rule” when the sentence is about an entire framework. 完善制度 is not “perfect a rule”; it is “improve the system/institutional arrangement.”

政策: the policy direction

政策 usually names a public or organizational policy:

  • 教育政策 — education policy.
  • 产业政策 — industrial policy.
  • 优惠政策 — preferential policy.
  • 政策调整 — policy adjustment.

Policies may lead to rules, regulations, funding, guidance, or reforms. They are higher-level than most individual provisions.
