영동고속도 강릉분기점서 1차 사고 수습 중 2차 사고...2명 사망(종합)
4일 오전 4시 47분께 강원 강릉시 사천면 사기막리 인근 영동고속도로 강릉분기점(JC) 인근 강릉 방향 232㎞(인천 기점)에서 냉동 탑차가 갓길에 정차해 있던 렉스턴 승용차를 추돌했다. 1차 사고 직후 탑차 운전자 A(39)씨와 승용차 운전자 B(67)씨는 차량 밖으로 나와 사고 수습 중이었으며, 뒤따르던 8.5t 화물차가 이들을 치고 승용차를 추돌했다. 2차 사고로 탑차 운전자 A씨와 승용차 운전자 B씨 등 2명이 그 자리에서 숨졌다. 경찰은 "갓길에 정차해 있던 승용차를 냉동 탑차가 추돌한 1차 사고에 이어, 뒤따르던 차량에 의해 2차 사고로 이어진 것으로 추정된다"고 밝혔다. 경찰은 목격자와 폐쇄회로(CC)TV 등을 토대로 정확한 사고 경위를 조사 중이다.
At 4:47 a.m. on July 4, a refrigerated box truck hit a Rexton SUV that had been stopped on the shoulder near Gangneung Junction on the Yeongdong Expressway in Gangneung, at the 232-kilometer mark from Incheon.
Right after the first crash, the box-truck driver, 39, and the SUV driver, 67, had gotten out to deal with the accident when a following 8.5-ton truck hit them and then struck the SUV.
The second crash killed the two drivers at the scene.
Police said they believe a refrigerated truck first hit a passenger vehicle stopped on the shoulder, and that a following vehicle then caused the second crash.
Police are investigating the exact circumstances of the crash using witness accounts and CCTV footage.

개혁신당 이준석 대표는 이른바 '사이버렉카'로 불리는 악성 유튜버들의 범죄수익을 차단하기 위한 법 개정안을 4일 발의했다. 이 대표가 발의한 정보통신망 이용촉진·정보보호법 개정안은 영리 목적의 사실적시 명예훼손으로 유죄가 확정된 범죄수익을 몰수하는 내용을 담았다. 또 유죄가 확정된 후 30일 안에 유튜브 등 대규모 정보통신서비스 제공자가 해당 콘텐츠의 광고 수익화를 차단하도록 하는 의무 규정을 두도록 했다. 공동 발의자로는 개혁신당 천하람·이주영 의원을 비롯해 국민의힘 안철수·유의동·김승수·최은석·임종득·최형두·박충권 의원이 이름을 올렸다. 이 대표는 페이스북을 통해 "쯔양 사태에서 사이버 렉카들이 사생활 폭로 및 협박 등으로 징역이 확정됐지만, 폭로 콘텐츠의 수익을 몰수하지 못하면 계속 돈을 번다"며 "감옥 다녀와도 수익이 남으면 렉카질은 남는 장사"라며 "권력자와 기득권에 대한 비판은 열고, 영리 목적의 묻지마 폭로 비즈니스는 억제해 나가겠다"고 말했다.
Reform Party leader Lee Jun-seok proposed a bill on July 4 to block the criminal proceeds of malicious YouTubers known as so-called cyber-wrecker channels.
His amendment to the Information and Communications Network Act calls for confiscating criminal proceeds when someone is convicted of defamation by stating facts for profit.
It would also require large online service providers such as YouTube to cut off ad monetization for that content within 30 days after a guilty verdict becomes final.
Co-sponsors included Reform Party lawmakers Cheon Ha-ram and Lee Ju-young, as well as People Power Party lawmakers Ahn Cheol-soo, Yoo Eui-dong, Kim Seung-soo, Choi Eun-seok, Lim Jong-deuk, Choi Hyung-doo, and Park Chung-kwon.

국회 '6·3 지방선거 투표용지 부족 사태 국정조사특별위원회'의 잠실 개표소 진입을 막으며 경찰을 폭행한 60대 남성이 구속 기로에 섰다. 서울동부지법은 4일 오후 3시 공무집행방해 혐의를 받는 60대 남성 A씨의 구속 전 피의자 심문(영장실질심사)을 연다. A씨는 지난 2일 오후 1시 10분께 서울 송파구 올림픽공원 핸드볼경기장에서 국조특위의 진입을 막는 시위 참가자를 경찰이 떼어내는 과정에서 경찰관을 밀치며 폭력을 행사한 혐의를 받는다. 당시 시위 참가자들은 현장 조사를 하러 온 국조특위의 진입을 저지하겠다며 서로 팔짱을 낀 채 '영장 없이는 안 된다'고 버티다 경찰에 의해 차례로 끌려 나갔다. 이에 대해 경찰은 "강제 해산이 아니라 경찰관 직무집행법에 근거한 이동 조치"였다고 설명했다. 송파경찰서는 현행범 체포된 A씨에 대해 전날 구속영장을 신청했다.

The Seoul Eastern District Court was set to hold a pre-detention hearing for the suspect at 3 p.m. on July 4 on charges of obstructing official duties.
He is accused of shoving a police officer and using violence on July 2 at about 1:10 p.m. at the Olympic Park handball arena in Songpa, Seoul, while officers were removing demonstrators who were blocking the committee's entry.
At the time, the demonstrators linked arms and insisted that the committee could not enter without a warrant, and they were then removed one by one by police.
Police said this was not a forced dispersal but a relocation measure based on the Police Duties Execution Act.
Songpa Police Station applied the day before for a detention warrant for A, who had been arrested in the act.

하루에 두 차례 음주운전을 하다 적발된 40대 남성이 벌금형을 선고받았다. 부산지법 형사11단독 이호연 판사는 도로교통법 위반(음주운전) 혐의로 기소된 A씨에게 벌금 1천만원을 선고했다고 4일 밝혔다. A씨는 지난해 6월 21일 오후 1시 35분께 부산 부산진구에서 면허취소 수준(0.08% 이상)을 넘은 혈중알코올농도 0.157%의 만취 상태로 1.5㎞를 운전한 혐의를 받는다. A씨는 같은 날 오후 6시 10분께에도 혈중알코올농도 0.12% 상태로 부산진구 일대 약 4.3㎞를 운전한 혐의로 재판에 넘겨졌다. 이 판사는 "피고인은 사건 당시 혈중알코올농도가 높았고, 이틀 전에도 음주운전으로 단속됐음에도 범행을 반복해 비난 가능성이 크고 죄질도 불량하다"고 양형 이유를 밝혔다.

Judge Lee Ho-yeon of the Busan District Court's single-judge Criminal Division 11 said on July 4 that he had fined A 10 million won for violating the Road Traffic Act through drunk driving.
He was accused of driving 1.5 kilometers in Busanjin District, Busan, at about 1:35 p.m. on June 21 last year with a blood alcohol level of 0.157%, well above the 0.08% license-revocation threshold.
He was also sent to trial for allegedly driving about 4.3 kilometers around Busanjin District at about 6:10 p.m. the same day with a blood alcohol level of 0.12%.
The judge said the sentence reflected the fact that the defendant's blood alcohol level was high, and that he repeated the offense even after being caught for drunk driving two days earlier, making the conduct highly blameworthy and severe in nature.
