On July 9, Neyagawa City Council in Osaka Prefecture unanimously approved an ordinance to introduce a new tax on owners of vacant homes that have no actual residents, called the "Vacant Home Market Circulation Promotion Tax."

京都・祇園祭 「山鉾建て」始まる
京都・祇園祭の前祭（さきまつり）の山鉾（やまほこ）巡行（17日）に向け、山と鉾を組み立てる「山鉾建て」が9日、京都市中心部で始まった。 先陣を切って作業を始めたのは、巡行で先頭を進む長刀（なぎなた）鉾。 作業は午前7時頃から四条通で始まり、通行人が足を止めて見入る中、職人ら約20人が鉾の土台や足場を設置した。 鉾は荒縄だけで部材を固定する伝統技法「縄絡み」で組み立てていく。
