旅游业日益成为新兴的战略性支柱产业和具有显著时代特征的民生产业、幸福产业。 为贯彻落实党中央、国务院决策部署，加快建设旅游强国，推动旅游业高质量发展行稳致远，根据《中华人民共和国国民经济和社会发展第十五个五年规划纲要》，制定本规划。
Tourism is increasingly becoming an emerging strategic pillar industry as well as a livelihood and well‑being industry with notable characteristics of the times.
This plan is formulated, based on the Outline of the 15th Five‑Year Plan for National Economic and Social Development of the PRC, to implement the decisions and arrangements of the Party Central Committee and the State Council, accelerate building a strong tourism country, and promote steady, long‑term, high‑quality development of the tourism industry.
